We work through the policy–polity–politics framework: what a policy should achieve, which institutions and rules must carry it, and how the political support needed for implementation can be built.
Every company that works with Peregrine agrees in advance to place a defined contribution into a local development fund. The fund is controlled by the relevant local government, while Peregrine oversees the agreed safeguards, reporting and use of the money so that it reaches the projects for which it was set aside.
Where the tax base or tax collection system is not yet reliable, the fund serves as a practical source of local development finance. Contributions can support clean water, education, healthcare, roads, energy and other essential infrastructure. The amount, priorities and oversight terms are agreed for each engagement.
